Learner Driver Backlog Hits Record High: What You Need to Know
A Growing Queue and Fewer Tests
Compared with this time last year, the number of tests booked by the DVSA has jumped up by 16 per cent – from 521,190 to 603,352. Yet despite this surge in demand, the number of tests actually conducted between January and April has fallen by 15 per cent. In those four months, examiners completed 610,000 tests compared with 718,000 in 2024. The result is longer waiting times, increased frustration and many learners sadly unable to progress.

Transport Secretary, Heidi Alexander MP, has instructed the DVSA to take urgent action. Key measures include redeploying qualified staff from other DVSA roles back to the frontline, to conduct more driving tests immediately. In addition, the number of permanent trainers will be doubled, to upskill new examiners faster. These steps aim to free up thousands of extra driving test slots each month and gradually clear the backlog.
